Commercial development in historic Martinborough

A comprehensive resource consent application for thoughtful commercial development in a sensitive heritage precinct.

Pain and Kershaw needed to redevelop their supermarket and retail complex in the heart of historic Martinborough. We’re very experienced with large, complex development projects (and P&K is our local) so we were only too happy to put their resource consent application together. It will be one of the largest developments Martinborough has seen in decades: demolishing earthquake-prone buildings, strengthening a heritage building, subdividing underlying lots, and designing new retail space.

Thinking outside the square was critical to make sure the resource consent didn't miss a thing. Their modern redevelopment needed to enhance the heritage building they planned to retain, and it needed to complement the surrounding historic heritage precinct. 

One of our most successful resource consents
Our deep resource consent experience, great relationships with organisations like Heritage New Zealand, and attention to detail was exactly what was needed. South Wairarapa District Council described our comprehensive consent application as one of the best applications they had ever seen, and it was approved on 29 July 2020.
 
A comprehensive assessment was key
We enjoyed getting to know the Pain and Kershaw team and working together to come up with a design that met a multitude of rules and standards in the District Plan, including a comprehensive assessment of heritage features, an archaeological assessment, signage, traffic and parking, landscaping and screening, pedestrian safety and noise. 
 
The land use and subdivision application included:

  • Removing several earthquake prone buildings

  • Strengthening, remodelling and extending the heritage supermarket building, including construction of a new shop floor and mezzanine floor

  • New retail space opening onto Memorial Square including a landscaped outdoor seating area

  • Redeveloping the Jellicoe Street and Memorial Square frontages

  • Extending the Mitre 10 garden centre south to incorporate a redundant Naples Street access

  • Relocating the eastern Texas Street entrance closer to the zebra crossing and the Memorial Square intersection

  • Creating a new vehicle access onto Jellicoe Street with covered delivery loading dock

  • Redesigning the carpark area to include well designed landscaping features.
